More dog poop bins in the Rose Garden seem like a good idea, but we shouldn't scare the squirrels away by letting the dogs run without a leash. Spring closing gates - sure, but fencing off a part of the rose garden doesn't seem feasible - there is a meadow used by cricket and football players, the orchard for squirrel watching and the WWI deaths memorial with a rose bush arrangement. Which of those would you subtract from?
