Voting rights for Foreigners with Permanent Residency

I work in financial services and most of my colleagues are British, they always feel disappointed as they live permanently in Malta pay tax as we do but are not eligible to vote. Cant the government change the constitution? I believe that in the UK if you have lived more than 183 days and pay contributions you are eligible to vote. Cant we do the same in Malta?
