I suggest introducing a system where each government employee signs in and out using a palm reader or some type of a fingerprint/iris reader, so that no abuse occurs. Honest government employees should not worry about this. Those who are used to skiving should receive a warning the first month they abuse the system plus get a salary deduction equivalent to the time they 'stole'; a 2nd warning the second month, and a 3rd and final warning the 3rd month, plus a termination letter.
