Garbage bags should not be dumped on the street

A system similar to that of other countries should be employed. Garbage bags need to be disposed in large garbage bins that can hold multiple bags, e.g. from apartment blocks. These bins would be traceable in case of theft and would be allocated to each household/apartment block. Like this we avoid open and torn garbage bags soiling our streets and would also be more hygenic.
