Provide underground parking under the roads (such as tower road, Sliema) while also banning current parking on the sides of road, thus significantly increasing parking spots AND decrease parking delays. Current parking lanes can be replaced by safe cycling lanes. This idea would work because parking and double parked cars are currently one of the major causes of traffic congestion.
Optional ideas: 1) underground parking can be financed through paid parking 2) instead of just extracting out the car pollution, use smart ways to generate energy by converting the concentrated pollution in the underground parking using such technologies: (https://alankandel.scienceblog.com/2017/05/09/for-air-pollution-conversion-device-the-skys-the-limit/)
