The president shall head a council of state. The council of state shall have the Authority and be obliged to investigate all well founded reports brought by the public concerning corruption in the organs of state including Parliament, The law courts, Local councils, national authorities and the public Service / sector. (how this council is populated requires serious thought and discussion)
investigations into corruption should be independent from the executive or parliament - particularly so that they themselves can be investigated when the situation warrants it
