Transfer duty on inheritance

Malta has a 5% transfer duty that is paid by the heirs. This, in my opinion, is unjust as the deceased would have already paid the required taxes as applicable by law through out their life, and, thus, amounts to double taxation, even if referred to as transfer duty. Besides, when one buys a second hand car, a minimal payment is due to cover paperwork. Why is it that on transfer of the inheritance such large amounts have to be paid? This issue needs to be addressed and rectified.

It is even more unfair when the same property would have been inherited by the deceased and transfer duty was paid accordingly.
