Rubbish bags littering residential and commercial roads make the environment look terrible for long periods. The easiest option is to state that rubbish can only be left out between certain times from late evening to early morning and ensure collections occur only very early in the morning. May be difficult to police this. Alternatively provide more robust containers for the various waste. A third option is to have communal containers in convenient places for people to put their rubbish bags.
