Introduce or modify the national curriculum in a way that helps children develop their thinking and analytical skills (eg through more obligatory tell-and show, practical experiments, current affairs lessons, book-clubs etc)
Many professional educators do this. However a major reform in assessment is required....and that would go against the proposal of no major reforms.
